How to Care for the Sick in the Epidemic of 737

The Council of State (Daijōkan), order to the provinces, preserved in the Ruijū fusenshō, Book 3 · 737 (sixth month, twenty-sixth day)

After the illness has healed, even when twenty days have passed, the sick must not be quick to eat fresh fish or meat, or raw vegetables or fruit. They must not drink water or bathe, insist on sex, or walk out in wind and rain. Anyone who breaks these rules will surely fall ill with sudden vomiting and diarrhea, and the diarrhea will come back as well. This is what is called rōhatsu, a relapse brought on by strain. (An illness that stirs up again is called rōhatsu.) Then not even Yu Fu or Bian Que could stop it.
